Management Services Officer

The Management Services Officer (MSO) of the UCLA Chicano Studies Research Center (CSRC) reports to and provides management support to the Center Director. As the business and personnel manager of the CSRC, the MSO has primary responsibility for short- and long-range planning, coordinating, organizing, staffing and supervising in areas of budget, contract and grant administration, gift fund management, sales and services, academic personnel administration, staff personnel administration, purchasing, expenditure control, space utilization, facilities and equipment maintenance (including IT), and other services which support the research mission of the CSRC. Duties include: managing all Center funds and accounting activities, including the campus permanent allocation and general contracts and grant funds that fluctuate from year-to-year and may be held in collaboration with other units, and establishing budget priorities and goals following University and ORU policies and procedures. Conducts budget analysis and provides reports of Center campus and extramural funds, including sending reports to funding agencies; providing resolutions for ORU administrative and budgetary problems; responds to inquiries from principal investigators and resolves project management/budget problems; oversees sales and services pertaining to the CSRC Press. Assists with the preparation of grant proposals, and prepares and implements grant budgets. Performs fundraising tasks. Supervises accounting staff and coordinates with Campus Human Resources. Manages all procurement and expenditures, personnel/payroll functions. Other duties as assigned by the CSRC Director. Office Manager

Under the direct supervision of the Management Services Officer (MSO), the Office Manager provides fiscal and administrative support for all center operations. Responsibilities include supporting financial management and transactions of center funds, including reviewing ledgers, and serving as a resource on financial issues; providing HR support by following federal, state, and university hiring processes; managing CSRC Press inventory including shipping, delivery, and storage; acting as a contact for customers and vendors for the Chicano Studies Research Center Press, including distributors, subscribers, and subscription services; processing time reporting for biweekly and monthly employees; purchasing, including travel; processing reimbursements for Center staff and research award grantees; providing administrative and logistical support for visiting scholar and grant programs and CSRC events.
